Beneath the surface of these ordinary-looking homes is a robust facility. Instead of plasterboard, walls are lined with plywood and windows are glazed in Perspex, allowing for high-impact training whilst preventing damage. Specialist breachable doors and windows – a first for Police – can be reset and reused, enabling repeated practice for specialist squads and general frontline staff alike.

 

Officially opened in March 2024, the Scenario Village was marked with a plaque unveiling and ceremony attended by Commissioner Andrew Coster, Police Minister Mark Mitchell, Porirua Mayor Anita Baker, Ngāti Toa Rangatira, and operational staff. The project represents a significant investment in Police capability and wellbeing, with a strong focus on tactical readiness, cognitive decision-making under pressure, and real-life operational preparedness.

The facility supports a wide range of training scenarios – including responses to family harm, mental health events, room clearances, hostage incidents, and active shooter threats – all delivered through the ‘Frontline Skills Enhancement Course’.

A shared vision made the Scenario Village a success – keeping communities and those who serve them safer through smart, practical design.
